Housing Repair Assistance

The Albemarle Commission currently offers different deferred forgivable loan terms for home rehabilitation and repair to eligible residents in all 10 of our counties (Camden, Chowan, Currituck, Dare, Gates, Hyde, Pasquotank, Perquimans, Tyrrell and Washington)

To qualify, owner-occupants and/or household member must meet a special category, such as:

  • An older adult (age 62 and up),
  • Disabled (or family member),
  • A veteran homeowner,
  • A single parent with a dependent living at home
  • A large family with 5 or more household members
  • A household with a child below age 6 with lead hazards in the home

If you meet one of the qualifications above, and your gross household income is at or below 80% of the median county income limits, please contact our office to learn more.


Urgent Repair Program (URP)

Urgent Repair Program (URP) is available to qualified residents throughout our ten-county region. This program provides funds to assist very-low and low- income households with special needs in addressing housing conditions which pose imminent threats to their life and/or safety or to provide accessibility modifications and other repairs necessary to prevent displacement of very-low and low- income homeowners with special needs such as frail elderly and persons with disabilities.  This program is sponsored by the Albemarle Commission with funds provided by the North Carolina Housing Trust Fund.

Essential Single-Family Rehabilitation Loan Pool Program (ESFR)

The Essential Single-Family Rehabilitation Loan Pool Program is offered to all ten counties on a 3-year rotating cycle. The Albemarle Commission has been granted Membership by the North Carolina Housing Finance Agency (NCHFA). This program provides Members with funds via a “loan pool” to assist with the essential and critical repairs to single-family homes that are owned and occupied by lower-income households (less than 80% state-wide median income) with one or more elderly, disabled or Veteran fulltime household members and/or a child under the age of 6 who is at risk from identified lead hazards in the home. This program offers forgivable, interest free loans, secured by a lien on the property.  This program is funded by the HUD HOME Program.

The Albemarle Commission Community Development Program is looking for Contractors to work on houses owned by eligible homeowners funded through the NC Housing Finance Agency.

We contract to repair existing homes for low to moderate income elderly and disabled applicants. This is a substantial rehabilitation program generally covering HVAC, roof, electric, plumbing, siding, ramps, painting, floors, wall, kitchen, bath, decks, insulation, weatherization, and other energy, accessibility and physical improvements.

We are soliciting for licensed (where applicable) contractors to renovate single family homes in the Albemarle region. We currently bid out rehab/remodeling jobs, ranging from $8-40k, in 10 counties, including Camden, Chowan, Currituck, Dare, Gates, Hyde, Pasquotank, Perquimans, Tyrrell and Washington. Some projects may require contractors to be Certified Renovators working for a Certified Renovation firm or be a Certified Lead Abatement Contractor.
